There's no rumor, it is a well-publicized fact.  Cingular has made an offer
to buy AT&T Wireless for $30 Billion.  Since then Vodaphone has considered
an offer:

There has been no mention of Suncom in these reports.  Also, there may be
another bidder by the 2/13 deadline, like Japan's NTT DoCoMo or Nextel.  A
Cingular/AT&T combination would make a great system, but nothing's sure
until the fat lady sings.
