Can I buy a V60i phone from another vendor and use it on alltels
network? I assume I would need a CDMA version, but could I program the
number and go? Or would I need their assistance.

a verizon v60i would work, although some verizon phones have a code to
get into the programming sequence, and unless you have a buddy at
verizon you'll never get the code.
inquire at your local alltel store about a used v60i or just purchase
one with a contract extension.

You would need Alltel's assistance to simply activate your phone's ESN
(Electronic Serial Number) in their switch, and maybe (if applicable), load
their PRL into the phone. But other than that, you shouldn't have a problem
so long as you get the CDMA version. You can do that with almost any
carrier, with the new exception of US Cellular. As of July 15th, US
Cellular will no longer activate phones purchased from other carriers, on
their network. Hopefully that policy won't spread to other carriers looking
to make more money from selling phones.
