WiFi is really unrelated to their service. The idea of using
1x/edge/evdo/hsdpa (or whatever the latest tech is) is for more areas
where you cannot find a free hotspot or wifi to use. A paid service will
deliver more reliability and more likely speed then something thats open
to the general public and subject to abuse. What hardware were you
looking at using?
I know you will regreat Alltel. I have been with them for over 8 years. Due
to the fact that I moved from NC to Houston, Texas, they refuse to break my
contract. They do not provide any service in Houston, the 4 lagrest city in
US. They are very rude and refuse to help anyone. I am charged roaming
charges here because it is owned by Verzion. They do use your minutes for
being online or playing interactive games. To get WiFi, you pay extra
depending on your contract and service. Their is a flashing button, an
curved arrow, that tells you that you are online. You will be very unhappy
with them. I have always recommended them until now. This is the way they
treat our troops who get back from Iraq and get out of the service and move
back home. What a company.

All major cell phone providers would have treated you the same way. Next
time before you sign a contract for anything think towards the future
and if your situation will change. Not to defend alltel but, they don't
really get to choose where they provide service. You could also switch
your number to the nearest licensed area (they do have licenses in other
parts of texas).
Also just to keep things clear alltel doesn't offer WiFi service. WiFi
as it is commonly used means 802.11 wireless. Data services offered by
cellular providers run on different frequencies and different
technologies. Some providers such as t-mobile have both data services
and 802.11 wifi hotspots.
