I've had only prepaid phones, first from an old analog company and now
from Alltel. I don't live in Alltel's area, so I'm always roaming.
Then again, I live in a major metropolitan area with lots of cell
towers.
Often, calling from one Alltel phone to another (my family has 3), we
don't get through, and instead, get voice mail.
Could this be simply the state of cell phone technology such that
switching to another prepaid provider wouldn't help? Alltel itself?
Kyocera Soho phones (our phones)? Bad luck?

If you're roaming on an overloaded system, I'd bet they will drop your call
to let one of their own customers have that slot that's paying their
salaries.
I know I would have it setup that way. Roamers get bottom priority....
