One of the biggest changes was adding off-network roaming on national plans.
In Ohio a customer on a national rate plan can now use Cingular, T-Mobile
and CBW (mostly in OH but in other areas as well) without incurring roaming
charges.

Wait a minute, let me get this straight here. I live in Ohio, and I have a
national GSM plan? So that means I can roam on Cingular and T-Mobile without
incurring roaming charges?? I was never notified of this.

It is a very recent change and may only apply to the Cleveland and Columbus
markets. You should double check if you are in Toledo or the Southern OH
markets. All existing customers on the national plan will automatically
have the new coverage.
