Only T-Mobile has a similarly low priced unlimited access like Vision.

Yes, that was a good deal, as long as you didn't burn up too many minutes.
It's an old option though, and one has to use an older phone model, i.e.: a
2G phone.

Before talking about accessing web features through a phone, I have a
question. If she's a teenager, how does she plan on qualfying for a regular
plan through any carrier? Can she pass a credit check? If not, her only
alternative is to go with a pre-pay account, through Virgin, ATT or Verizon
and I don't believe pre-pay includes any web access.

I'm not familiar with ATTW's web options, so I can't explain the
differences. What I can say with SPCS though, is with Vision and a new 3G
phone, you don't burn any minutes off your plan.

The same way my 12 yr old daughter qualified. The phone and her plan were
added to my existing account. Or if her parents don't already have service
with ATT then they would simply get new service and hand over the phone to
her but they may expect her to pay for the useage. So pre-pay is not the
only alternative.
