My sister has the above phone and loves it but she's been having a problem
with her battery. She wanted to buy a new phone (exactly the same) but AT&T
store doesn't carry this phone any more.
If she is able to find the phone (or buy it directly from Panasonic), will
it work on AT&T's cellular system?

Try one of the myriad of cellular accessory stores for a battery or eBay.
If you have to replace the phone ensure that it is not locked to another
carrier and then you should be good to go.

Buy a new battery, I just bought a new 900 mAH battery from
http://www.factorydirectcellular.com/home/panasonic/ps310.htm, my OEM
battery wouldn't hold a charge after 2 years.
