Are the extra frequencies available on the Tri-band V600 that aren't
available on the Nokia 3650 needed for use in Europe?

No.  GSM 850 will help you in the Americas, not in Europe.  My wife has a
3650 and works in Europe and the Middle East two to three weeks a month.
She has had no problem with the phone.  In fact, when a British friend of
hers said hello to me on her phone, he commented on how remarkably good the
signal is.

In the last year, that phone has been used in:  England, France, the
Netherlands, Austria, Belgium, Germany, Slovinia, Italy, Kenya, Tanzania,
Bahrain, UAE, Kuwait, Saudi Arabia, Turkey, and Hong Kong.

The Mototola V600 is a quad band mobile, the frequencies are 850/1900 North
America and 900/1800 Europe,Asia etc.
