This has likely been discussed before, but a google search turned up
mostly unlocking services.
How can a Cingular TREO 650 be unlocked to use on Tmobile?
Is it necessary to change the software load on the phone to work with
T-mobile's Tzones internet instead of Cingular's Media Net?
Or do I just need to change gateway, etc?
I have Tmobile on a RAZR now and I have the $5.99 Tzones, I was going
to try that SIM on a Treo and see how well the internet works with an
alternate browser like Opera Mini.

You will need to get the phone SIM Unlocked to use a foreign SIM. Cingular
will give you the code if you have a Valid Acct. Lately they have asked for
proof of purchase.
I also HIGHLY recommend that you look at this thread. I did this and was a
very smart move. Makes you end up with a Plain Unbranded TREO 650 GSM. Frees
up memory also. Read it over, read it again, and then read it again. If you
read it and follow instructions it is a breeze. But if you do not, you may
get a brick. THIS DOES NOT UNLOCK YOUR PHONE

I unlocked a Treo 650 using a service in the UK for about $20. Bought
it online, got a key via email, downloaded unlocking SW and it was
painless.
No need to change anything on the phone - buy the $35 internet package
from t-mob and everything just worked.
I did need to modify my ROM for > 1GB Sim cards and then also took out
a lot of Cingular junk to get about 1MB of memory back, but thats
definitely optional.
