AT&T has been trying to push a software update to my wife's phone, but
it never arrives. Can this be forced from the phone side? If so,
how?

I called AT&T about an update and they couldn't do it over the phone. They
sent the request to another department which emailed me the update a few
days later. I just answered yes to all the prompts and it worked. Ask
them about that and see what happens.
