They all had them, alright, but no one was buying at the $700 they were asking on average... Israel doesn't need a cheaper iPhone. The American Taxpayer is sending over $500/Israeli, every man, woman and child, to Israel every year so they can build the weaponry to sell to the Chinese, notably the Tadiran version of the AWACS command and control system. I'm sure if AIPAC wants, the American taxpayers will be buying every Israeli a new Iphone every year for as long as it's produced.
