Regulatory Programs Fee (RPF) is a charge from ATT (1.75/month) that
they will eventually charge all customer's. It is to help offset the
cost of line number portability (LNP) and enhanced 911 services, and
other governments mandated programs.........blah, blah, blah.......a
1.75 surcharge.

In my opinion it is BS. It is an imaginary, projected cost, for people
whom they imagine they might loose to other carriers. Note that Verizon
was in favor of this change and they don't plan on charging anywhere
near so much (about 50 cents less). Most likely it is an attempt to
collect on their lost legal battle over this matter. $1.75 times how
many people? For a service that really isn't being provided?
At this time there is more legal wrangling going on as everyone but
Verizon tries to find ways to make switching carriers even more
expensive.
I think that Verizon realized that to impose this tariff on their
customers would encourage them to leave. T-Mobile cannot afford to
loose any of their customers.

A small monthly charge that helps fund Cellular Companys compliance with
various government-mandated programs (such as Local Number Portability,
E-911, and Number Pooling). It is not a tax or a specific fee required
to be collected by carriers on behalf of a governmental entity.

It's not a projected cost for people they might lose. It's a way to get
their money back for all the money that they've had to spend to change
the way they do all their systems. Before they used to own sets of
numbers by the blocks of 10,000 (0000-9999) and there's features used to
be based on this. Since these blocks of numbers can ends up all over
the place and they'll have to support pretty much an number they've had
to spend a lot. I don't think that carriers will lose people b/c for
every person that leaves T-Mobile to come to ATT, there's another
leaving ATT to go with T-Mobile.
