sim unlocking?

If you buy a phone through Cingular or AT&T, will they eventually provide an
unlock code for you?  If so, after how long.

If not, can these phones still be unlocked by 3rd-party services?

I heard from someone that there's a web-site which provides unlock codes for
Cingular and AT&T phones.  Is it possible for someone to have unlock codes
for all phones?  I thought an unlock code was specific to each IMEI.

How do you unlock a TDMA phone?

They are not locked, but a carrier might not release it from their database.
