Actually noticed the same thing a few minutes ago when someone sent me 2
messages...
First one was stamped with the correct time, the next one stamped one
hour later. Both were sent from the same Optus phone and received within
a minute of each other.
I'm correct in assuming that the time displayed on the SMS by your phone
is set at the SMSC not by the end user?

That's correct. The 2 messages must have been lodged with
different SMSCs. The actual SMSC ID of submission is stamped in
the message headers, and is often different from the generic SMSC
number configured into the sending phone.
