Is That Mobile Stolen?
Since 15 September 2003 all carriers share their data electronically
allowing for unilateral IMEI blocking of lost and stolen mobile phones
across all networks.
To assist retailers and consumers to ascertain if a phone has been
reported as lost or stolen, Telstra are hosting an inquiry line which
is 1900 964 634 (call charges apply). This service will provide you
information as to whether or not a handset has been reported as lost
or stolen on the Telstra network.
Warning: This check only provides details of phones reported and
blocked at the time of the inquiry therefore it is not conclusive. If
the owner of the phone does not report it lost or stolen prior to your
purchase, the resulting IMEI check cannot identify it as a lost or
stolen.
All buyers of a second-hand mobile phone should request proof of
ownership at the time of purchase.

Thats probably what the OP was referring to, There used to be a web site
you could key the IMEI into, and it would tell you if it was on the hot
list, going back 2 years or more now.
