Minimum handset cost is $195, or if paying in instalments, $9/month for 24 months. I imagine the $49 cap with a minimum of $15 and $200 maximum will suit many personal users (& maybe some light business users). If you use up towards the $200 the rate is effectively 8 cents per 30 secs (& 30c after $200).
