Receiving photos on mobile phones

Is receiving photos on mobile phones reliant only upon the phone handset
being capable of doing so?  Or does the mobile account have to be set up
to permit pictures to be sent to it?

the account needs to be flagged as able to recieve MMS, otherwise you will
get a sms and you have to log on the web to get it, if you send a mms, it
will flag your number as able to recieve them

Yes
