Who in their right mind would ring a 1902 number to obtain ring tones?

mmm
the site's now up and people can now 'buy' mindless comments from
J.Elliot as ringtones

it seems that his site may be breaking the rules as they are the source
yet dont explain the T&C of the purchase of the 'premium' phone content
also there is no disclosure of the cost of the call/download etc....

anyone got the rules they should be following????
