Generally the case, yep.
1) Nowhere near as many CDMA networks as GSM.
2) Telstra hasn't put much effort into CDMA roaming agreements over the
years.

It might be worth your while to investigate buying a phone and a pre-paid
service if they exist over there. If you use a Telstra mobile while roaming
overseas, it will cost you a fortune.
