Is there a cell tower map available anywhere?

Is there any kind of map or database available that can tell me where the
various cell towers are located for different carriers? (more specifically,
something that lets me tell which carrier a tower is actually for)

Pity that you have to qualify to register as a user. I don't, so it's useless to
me.

However, i did look through the ACMA database for my postcode. While I couldn't
find any specific info on cell towers, I found a shitload of base station
listings pertaining to our company's licences. We have a pager system and a two
way radio system that uses one or two repeaters, but I found at least 20
licences or registrations for them all.

No you dont. There is a Guest Login for a reason, stupid.

I am trying to find even one "Three" base station site in the ACT but
I don't know what name they trade under and on clicking 20 or so
possible sites I fail to find any Three sites.

Should be Hutchison.

There are plenty in NSW in the obvious locations for 3 with Hutchison.

Interesting site. I have noticed that the Environmental EME reports
show the existing and proposed radio systems.

Take for example Eurong Ranger Station Ungowa Rd EURONG, FRASER ISLAND
QLD 4650, it says:

 existing site radio systems: Telstra CDMA 800, Telstra CDMA 800
(inc. WCDMA) total 0.43%
 proposed site radio systems: Telstra CDMA 800 (inc. WCDMA) total
0.18%

I assume that this represents the removal of dedicated CDMA equipment.
In the above example does this mean that the new radio system will
delivery both CDMA & UTMS/W-CDMA or would it be pure UTMS/W-CDMA
only?
