What are you trying to connect the phone to? If you're trying to connect to
your computer you'll need a Bluetooth device on the PC. I like Belkin USB
units but there are several good ones besides Belkin.

Next you have to figure out what you want to do over the bluetooth link. Are
you trying to synch with Outlook, transfer files and pics, use the phone as
a Bluetooth connected modem? For Outlook sync you'll need some sort of
software that can transfer the data from Outlook to the Phone and vice
versa. Since you didn't mention which phone you have it's hard to say if you
can even do this.

For file transfer and modem use you should be able to use the profiles that
come with the bluetooth device on the PC (this device is often called a
dongle).
