Question using Bluetooth dongle and Motorola V551

I have a Bluetooth dongle on My PC (XP with SP2) and have used the phone
tools. I am unable to dial my ISP from the PC. Any suggestions? All of
the of the other Bluetooth and Phone functions are working well.
