Apparently there is an issue in California with a number of cellular service
providers selling cell phones advertised to have bluetooth functions that do
not. The main phone in question seems to be the Motorola V710. If you go to

All that's gonna do is make more money for the damn lawyers!
Anyone who did the slightest bit of research on the V710 (or E815 for that
matter) before they bought the phone should know that they crippled the
bluetooth file transfer functions.

Interesting that the one I used for two weeks did more Bluetooth
connectivity than the cellular store stated it would. I only cancelled
because of the data coverage map.
