Targus BT USB dongle not working

I installed this awhile back.  And, per some help here, I forced using
the included Widcomm driver instead of XP's driver.  It worked like a
champ.

Recently, I installed some audio recording software.  Then, during a
storm, I shut down the pc.  When I brought the pc back up the Targus
dongle didn't come on & nothing seems to get it to start.  So, I have a
few questions.

1) Is this likely to be electrical, requiring that I buy a new BT
dongle?

If not:
2) will uninstalling & reinstalling the drivers be sufficient or are
there other system files I need to re-install?

I had one and never could get it to work with a Mac. Worked fine with a
PC, but I'm a Macintosh sorta guy. Called their tech support, but I
don't speak Farsi.
Bottom line - took it back and now have one from Kensington. Works
great.
