I've since installed Widcomm drivers 1.2.1.20, and I can now send/receive
files from both the computer and phone. The Nokia PC Suite though is still
not working.

I used to have this problem (using XP Pro + SP1), and solved it by
some registry hackery (warning - here be dragons etc.):

Even with this hack, I'd find that I'd get an error message after
dbl-clicking on the serial port connection, but that it then went
ahead and connected anyway. Sometimes I'd have to deselect the COM
port in mRouter, close it, then reselect the port in mRouter, and
close it again.
Since then, the makers of my BT dongle (it's an MSI BToes) have
released new drivers for it (Widcomm version 1.4.2.8 dated 17th June
2003) and the ratio of successful to unsuccessful connections is much
better. I don't have to do the deselect/select tweak anymore. Also,
when I log in it autodetects my 3650, connects to it and synchs. Cool!
I still get the "can't connect" error message if I do a manual serial
connection though.
The long and the short of it ... first make sure you've got the
relevant COM port selected in mRouter (if in doubt, select all of
them). Then initiate a serial port connection. Click through the error
message - it should then connect.
If that doesn't work, make sure you've got the very latest drivers
from your BT dongle vendor.
