Need to change language, frequency and unlock code.

Given the price of cell phones, such a conversion, if possible, would be
more expensive than just buying a new phone.  Also, should someone manage
to do that, it would no longer be legal to use, as it would lose it's
certification.

No.

Changing the frequency means you lose your Type Certification which means
it cannot be used legally in the US.
