I?m trying to find a phone that I can program to do the following:

When ever I will dial the number the phone will first dial a
certain predefined number which will call a central operator. When the
operator will answer the number I have initialed dialed will be sent. I wont
that all the above will be done automatically with no need of any user
intervention.

Almost all new phone do that, is called calling card. You can program them
to dial the 1800 number, then wait until someone answer, then the phone will
dial card code and after 2 or 3 second it will dial the number.
To make phone dial this way you just press the contact and then the dial
butom for 4 seconds and this will dial using the card entered in memory.
Also you can have more than one card. I have metropcs and i use a
sonyericson phone.

I hope this helps.
