I am looking to buy a ATT/TDMA phone to upgrade my trusty but heavy
Nokia 3360. Is there a "blue book" for cell phones that would suggest a
fair price for used 6360, 6560 etc?

You could search the completed items on eBay to see what other people
are willing to pay for them.

Considering that you can get a decent phone for free with a one or two
year contract, I would guess that most used phones are not worth much.
A 6360 is $100 new, with plan.

Nope!
Look at what the price is (or was) new and then decide what you might want to
pay for one - the value is in your mind.
