I have ATT cellular service here in Los Angeles. I am about to go to
South Africa for 10-12 weeks and would love to learn what I could do
to avoid paying ATT's $1.29 (at least) for every outgoing and
incoming minute. AT@T does not help with unlocking, I was told.
I am swapping my Nokia 3620 for a 3650 (the one with the weird keypad)
because it has the two frequencies used in South Africa. How can I
unlock that phone, and after that, what do I do, where do I "go" to
get cheaper rates/ a different SIM etc.?
I would really appreciate any help on this, being a total ignoramus on
the subject!

AT&T does not unlock phones period. The best bet is to find a fully
functional, but perhaps not the latest and greatest tri band phones
like an Ericsson R520 (not too flash, but by all accounts, absolute
BULLET PROOF), on ebay for $60-$70. You don't need to mess with it
being unlocked, it works on 900/1800/1900Mhz, and comes with a world
wide charger. Your AT&T as well as just about every prepaid SIM you
can find will work just fine inside the phone, and it doesn't take a
big reduction in the $1.29 per minute charge to pay for the phone.
