There has been a prepaid service, CallPlus, that cost as little as $40/year
to keep active. Also, back in the summer, T-Mobile ran a special with their
prepaid that would extend your service for a year if you added a $25 top-up.
But perhaps you should tell us what you mean by "least expensive". Do you
want lowest cost per year or lowest cost per minute, or what?

Prepaid from an AT&T reseller such as Beyond Wireless ($5 will keep a
phone alive for years provided you make a one minute call before the
end of 60 days)

ATT 6160 5160 etc off ebay 15-$40. Pharosint/callplus activation $15.
$40 card for best per minute rate. Then $10 Pharosint card every 90
days to keep service up and minutes rolled over. Roaming rates are 4X
the mintes so geographical location can be a major factor in this
cheap method. Requires an outgoing call be made every 30 days and
minutes added every 90 or the prepaid phone number and minutes can be
lost!

Other alternatives:  Beyond Wireless

as cheap as 10 cents/minute and refill cards as low as $5 with the
only requirement being that you make at least a one minute call before
the end of 60 days and no requirement that you buy any extra time so
effectively the account will never expire providing that you make a
call before the end of 60 days.  A disadvantage is that they only
provide local numbers in a limited number of locations.

get six months of service before you're required to recharge the
account with more time before the account is deactivated.  It also
includes a dedicated toll-free 866 number with each account since they
often do not have local numbers everywhere.  They also include
international calling at no extra charge to several international
destinations.

Both of these services also charge four times the regular per minute
rate for calls that are off network.  They also are resellers of AT&T
Wireless TDMA service.  You also may use any phone that AT&T Wireless
has had on their network (Nokia, Ericsson, Motorola, Panasonic, etc.)
which you may be able to find at a garage sale, thrift shop, etc.
