Help for Prepaid Traveling to Europe Calling US

Is there a way I can get a cheap cellphone off eBay, buy a prepaid SIM,
and use it to call back to the US? Any suggestions of what type of
phone to get, sim provider, etc. would be appreciated.

look at www.prepaidgsm.net. It is a forum on international prepaid
sims. It is usually cheaper to buy the SIM in Europe than in the US.
If you are visiting more than one European country, take a look at
www.riiing.com. They have the best multi-national prepaid on the
market (IMHO).
