SUBSPOTS - Do they exist?

Apparently, when you are near certain military / government
installations there are areas called "SUBSPOTS" where (on certain
phones) you are able to pick up a new signal. I think they were made
in case of nuclear fall out, so that the prime minister and his
generals would still be able to communicate.

Anyone heard of this before?

i have heard the term "SUBSPOTS" before, and understood the theor
behind it. Thought it was just a system that never got implemented, an
i dont know the name of the actual system... as far as i know i though
there were SUBSPOT areas/zones whatever you want to call them all ove
the place, like parliment and important government places. might b
worth sitting outside MI6 with a few mobile devices heh
