Motorola V400 - Can I used with other Cellphone companies?

Cingular call Motorola V400 the world phone at their website.  At
Motorola.com,

Motorola lists Cingular as the only company uses this phone.  Would I
be able to use this phone with ATTWS or Verizon or others when my
contract with Cingular is up.  Even at another country?

Beleive it or not it is probably UNLOCKED like my friends is.  This being
said you would be able to use it on another GSM network.  ATTWS or TMobile
here in the US.  Although it won't be too much longer till ATTWS is be
consumed by Cingular so if you do switch to ATT you will end up back with
Cingular eventually.

My wife and I have V400's on Cingular and wondered if our V400 phones were
locked.  Someone sent me private email and told me to take it to a AT&T
store and ask if the V400 would work on the AT&T system.  My goal was to
find out if my V400 was locked or unlocked.  I did just that this morning.
The AT&T rep took out my SIMS chip, put the SIMS chip from his phone in my
V400 and placed a call.  

Yeap, my phone was unlocked from the factory.

V400 phones won't work on Verizon cause Verizon is CDMA.  V400's will work
on T-Mobile or AT&T Wireless systems.

Same is true for the V600 phones.
