Change in contract

OK, so I recently got my first bill, and they have a little leaflet in there
explaining that they've changed the contract, I'm sure most people got
this... but my question is, when I was with VZW if they did this it meant
that I could cancel my contract w/o paying an ETF, is this the case with
Cingular?  I'm not planning on cancelling, but my friend moved to an area w/
poor cingular coverage, and wants out of his contract, but won't call up to
ask about this flier (he hasn't gotten his bill yet.)

"Cingular mat increase, reduce or otherwise change any terms,
conditions, rates, fees, expenses or charges regarding
at any time"
This quote comes directly from the terms of service you agreed to when
you signed your contract.
