T637 Questions?

Hello.  

I see Cingular sells the T637.  I am entertaining upgrading from my T68i
(when I'm away from home) and my R520m (which I can use in my house).

Questions:

1: How is the reception compared to the T68i and the T616 in San
Francisco City (Outer Richmond District, CA street)?  Both of these
phones are notorious for crap reception in weak signal areas.  Is the
T637 an improvement where I can actually use my phone?

2: Is the Cingular T637 unlocked like the T616?

No, it also has an international band, 1800 MHz,
like the SE T616. Handsets with domestic bands
only, 800 and 1900 MHz, are locked.

Do you have any proof to this statement?  This post conflicts

I wrote that poorly. I meant, "Yes, it's unlocked" or
"No, it's not locked." The next sentence was better.
