Just wondering if anyone has had any experience ordering Cingular
service plans and phones through their web site.  I've been hitting some
technical problems which make me nervous about ordering this way.

One  other thing.  It clearly says that you have 15 days from the *day
you order the phone and service* to decide and send back phones or
cancel service. What if the phones are late arriving, or take the full
five days.  Doesn't give you much time to decide.  Shouldn't it be 15
days from activation?

Generally the activation is done by you, by dialing a special number
and entering a few codes, after you receive the phone. You ought to
get hold of Cingular's legal department to find out if the web site
has a typo (sounds like it).
