Pretty easy to look it up yourself -

All you need is the zip code.

Cingular used to be 1900MHz only in Southern California, but since the
merger with AT&T, they now have both.

What area of SoCal uses what frequency? What is the frequency in Southern
Orange County?

I don't know about Southern Orange County.  But in San Diego they have both
850 and 1900MHz.

The best way to test is to use a 'foreign' sim card that allows for network
selection.  Then test with both a 850mhz phone and a 1900-only phone.  In
San Diego, I see 2 Cingular selections with the 850MHz phone,  buy i see
only 1 Cingular selection with the 1900 only phone.

I have heard both that AT&T has GSM on 850 and does not.  What I can
tell you is that on my 1900 phone there are 2 available signals
Cingular orange and Cingular blue.  AT&T definetely has TDMA on their
850 but not convinced there is GSM overlayed on 850.  Any Cingular or
AT&T Engineers care to confirm?

they do here where i live in washington..
cingular was only 1900 but since the merge i can roam on both 1900 at&t and
850 at&t.
i have 3 towers to choose from in the network list.

If both 850 and 1900 (Cingular and/or ATT) are available to a phone, which
one will it pick? Does it favor one over the other?  I am curious about
this.

I've not seen anything published about that, but assuming ENS, I think it
tries to go with the best signal first, and there is probably backend load
balancing that may make an impact.

It will pick the Home network as long as there is a Home network signal;
otherwise it will roam on the other network.

ENS is only enabling configuration by Cingular of the Home network; i.e., it
doesn't automatically select the better network.

You can choose towers!  Amazing.  How do you choose a tower to handle
your call?

And the towers are listed too!  How do they list which tower you use?

yes I have flashed a v600 that allows me to choose what tower im on. it
doesn't really let me stay on the tower but you can see it in the preferred
network list, they are displayed by the tower ids, ie 310-180. you can
select what tower to register on but unfortunately the sim card takes over
and moves it back if "home" is available.. even tho it has a weaker signal
:(

With the acquisition of AT&T's network, Cingular now uses both 850 and
1900 MHz in SoCal.  Using field test mode on my Moto V551 (see
www.howardforums.com for info on how to do this), I can tell that when
I'm on the Cingular Blue network (formerly AT&T) I'm on an 850 MHz
channel, and when I'm on the Cingular Orange network (the original
Cingular) I'm on 1900 MHz.  The phone switches between the two to get
the best signal, but where I live (West LA) it tends to prefer the
Blue network.
