There are no *legal* ones. Any real ringtone site has to pay
licensing fees to use copyrighted music. Because they pay for
licensing that nullifies the possibility of getting free ringtones.
If you have a Nokia handset there is a program Nokring that you can
use to compose your own ringtones and upload them to your phone with a
program such as Logomanager or Oxygen Phone Manager with IR or cable.

That's not entirely true. I was on a sight before that offered
ringtones of masters (Beethoven, Pachelbel, Mozart, et al) and there was
no cost for *ringtone*.
If you want ringtones such as clips from recent songs, yes, it will
cost, and most likely more than purchasing the entire song would.

Some phones also have ringtone composers right on the phone. My
Motorola C331t had this. However, it is cumbersome if it's available.

Not all music requires licensing. There is public domain music and
there are other artists who use an "open source" licensing approach. It
would be great to find a site that has ringtones for these types of
songs or one where people exchange the ones they've composed
themselves.
