I thought that this "number portability" was from cell phone provider to
cell phone provider instead of landline to cell phone. It would be a major
production to do landline to cell phone. Feel free to chime in if I'm
wrong, but I don't remember hearing that.

You are correct, number portability at this point is only for Cell to Cell.
Another bill is in the works currently for Cell to Landline and Landline to
Cell. At least another 2 years till the posibility of that.
