SIM Card Question Please

If an AWS SIM card has already been used and the owner of the phone cancels
his service & sells the phone (with the SIM card still in it), can the new
owner activated a new line of service (AWS plan) and burn the new number
into the original SIM if a replacement AWS is not available?

Cingular will provide you with a new SIM free of charge if you sign up
with them directly - either by phone or by visiting a Cingular company
store. Many resellers want to charge $25.00 or $27.00 for a new SIM.

The SIM card in question is AT&T, they are getting mighty hard to find.
