Would it work to just get two phones in your local marker on the
family plan and ship the one to the other market? I know a friend here
has given his callege bound kid a T-mobile which she uses in southern
Texas local calls and back to the parents

I have a North American shared plan with two phones. One phone stays in
Florida, and the other one stays in Canada. I've had no problems with
billing.
