A Google search of this newsgroup might be enlightening.
The Connection Manager and MPT both expect that you have subscribed to
one of the Data Connect plans, and have a login enabled as
isp.cingular.com. http://www.cingular.com/sbusiness/data_connect
Your phone already uses wap.cingular.com, so if you adjust that login in
the "network connection" that has been put onto your PC, it should work.
But watch your total data. It's easy to exceed what you have in your
package. https://www.cingular.com/media/media_net_purchase
http://navasgrp.home.att.net/tech/cingular/ might help.

A google search of this newsgroup for the words gprs connect data
gives 155 hits.
Reading a couple of those might lead you to refine the search.
Searching for gprs data connect tether gives seven results.
I also supplied a good portion of the answer in the posting, as well as a
reference to the Navas page, which has some explanation.
