We could create a by-subscription (moderated) message board. If people were consistent, we could designate a phone number where people could leave messages, and we would write that message up with a time-stamp (top posting). We could be an inbound message center, although perhaps already setup by the red cross/ salvation army... can't say, because I'm not there. This would be a "global" message board for anything inbound/outbound from the area. Important would be making sure that the "subject" of the message points to a unique person, and moderated, to keep the BS out of it.
Subject Message Format: last name, first name, <middle initial> <original home phone number> < are optional>. Those folks in distress can't receive inbound calls, but a message center, would possibly relieve pressure for someone trying to connect. If someone did call in, and we had the ability, we could 3-way that person to whom-ever... an idea, but I've never done it before. dr

For sure, internet is their last concern, but communication is a high concern. We/you/I take the call, and we post into the "blog" or whatever it is called. Keyword, last name, first name. If you want to pick up a message or leave a message, you call. Of course, if you have internet access, great.
We need the internet access and a phone. We publish our service, and do the transcribe to post, or read if someone asks if they have a message. I imagine this:
Carol Williams calls in asking about "bob smith" We then create a blog or notes entry called: Smith, Bob, 555-123-1234: carol williams called you at 10:15am Sunday. Wanted you to know that your cat/dog were fine and are being cared for at xxx.xxx.xxxx. We know you are busy, so we will check in each day to see if we have made a connect. Don't worry about your xxxxxx, as we've already contacted them and are taking care of your xxxxx. (time/date stamp)
I would think this is just "notes", but perhaps what I'm describing is now called a blog. dr
(It is just an idea... no middle man, and anyone who can field a call, can enter this information. If it is dumb, I'm okay with that as well. Just thinking)

Any way that we can provide these people with some form of communication is great, but I see some *major* obstacles.
The first, and foremost, is how/where do we provide phones? You can't do it from home, because 1) Unless you're a local call, it's gonna cost the caller money to make the call, 2) You really can't expect people to make their home phones available, 24 hours per day.
Brad just posted a website, where, it appears that Intel is providing Wireless Access points. While I haven't read much of the article, yet, if Intel could hook up with a company, willing to provide 800 numbers, they might really get somewhere.
