I see that in the Wireless Internet settings on my Nokia 6340i phone I
have an IP address, dial-up number, Home page, username and password.
All are specific to Cingular Wireless. Thus if I don't have Wireless
Internet on my account, I can't use it.
If I change the IP address to say a free WAP portal such as WapTunnel
but leave all the other settings the same, will that allow my WI to work
on my Cingular phone, but only charge me for air time minutes, and not
the $3.99 per month for the WI charge?

I don't think so. I believe cellular wireless internet uses a different web
protocol than WAP.
