That's simply a disclaimer of service not being available in all areas.
Significant degradation of service is a different issue. As a matter of law,
the carrier can't hold you to a contract when the carrier has stopped
performing. (Caveat: I am not an attorney, and this is not legal advice,
simply my lay understanding. You should consult your own attorney.)
