My Alltel contract is up and I'm considering switching carriers. Not because
of the actual phone service, which is very good, but because of the
unreliable voicemail. It's rare to get a notification that there is a
voicemail waiting within 30 minutes of the caller leaving the message. Quite
often its hours (and in a few cases, days) before I get a message alert. Is
Cingular's voicemail reliable?

I have Cingular GSM in the San Francisco area, and I'm not getting voicemail notification for voicemails received when the phone is turned off. I tested this by leaving a message on my cell from a landline, then powering up the cellphone a few minutes later. No notification, even after waiting an hour. If I call in to my mailbox, the message is there. Is this normal?
