Using 1900 band-only phone with Cingular

I have an unlocked tri-band 900/1800/1900 GSM phone from overseas--
I recently bought a pay-as-you-go SIM from Cingular, which I can use
for voice calls, but for some reason, I am unable to access web pages.
I have checked at several different Cingular shops and no one seems to
be able to explain why I cant get on the web with my phone. I've used
a friend's phone to get on the web with my SIM card, so I think the
problem is realted to my handset. Any ideas?
How important is it generally that a phone supports the 850 band?

It must not be configured properly for data.  

Q: How do I configure my phone for Cingular or ATTWS?

A: On-line Phone & Device Support at
<https://onlinecare.cingular.com/device-support/index.do>
Select your Network, and handset Manufacturer and Model (or a similar
device) to access Device Setup, including: Access/configure MMS
(picture messaging) settings.

Is there any online list of areas that are primarily 850?  I also have an
unlocked GSM phone I purchased in Europe, and would like to use it here as
well. It's 900/1800/1900.

I borrowed a Cingular prepaid SIM and it seems to get a good signal
everywhere I have travelled, but I am hesitant to depend on it as my only
phone if there are large 850-only areas.

Go to http://www.wirelessadvisor.com and plug in a ZIP code. It will
show all carriers in the area and what frequencies they use.

It is possible that the voice was unlocked and the data was not.  
bought one unlocked from Celluloco.com and they warn about some place
selling only partially unlocked phones
