I have a 900/1800/1900 GSM phone from overseas with Cingular
pay-as-you-go SIM and want to send sms messages abroad.
When I send an sms, although my phone reports each message as
successfully sent (and charges me for it), the phone number
abroad never receives the sms. On the other hand, I can receive
sms messages on my handset from abroad.
I used the number format from the Cingular webpage
"011+(country code)+(number)".
The Cingular website says international sms messages should cost
$0.20, but each time I send a message (unsuccessfully),
I am only charged $0.05.
I have talked to customer support, but they cant seem to figure
it out. Any ideas?

011 is for voice dialing.

Try "+" followed by (country code) followed by (number).
