Can't Access File in Protected Subweb

I have created a subweb folder in my root web.  I have accessed it
live and created permissions with a name and password.  I created a
normal page in my root web with a hyperlink to a pdf file within the
subweb folder.  When I click on the hyperlink (on the web) I get a
message stating that the page cannot be found.  If I control click it
in local FrontPage 2000, it first opens the subweb folder, then the
pdf file.  I know something is wrong with that sequence, but don't
know what.
