Looks like a cool phone. Since your posting this to a Cingular group,
would it be correct in assuming it's compatible with Cingular/AT&T

It is indeed compatible with Cingular GSM *if* it's (a) the 850/1800/1900
version [not the 900/1800/1900 version] and (b) not locked to some other
carrier [e.g., T-Mobile].

I looked around for the hell of it and couldn't find it in
850/1800/1900

There are T-Mobile-branded 850/1800/1900 V360 handsets (presumably locked)
available on eBay.

Understanding that you are probably using this as an example, rather than
an endorsement of the dealer .... that said, I would ***NEVER*** buy
***ANYTHING*** from TigerDirect.

I like Tiger Direct, and have a few Motorola phones myself. But USA users
do not need a 900, 1800, 1900 gsm phone. You want an 850/1900. The
900/1800 are handy for world travelers. If you know a service member in
Iraq, the 900 band will be handy. That's handy, but not cheap calling USA.

Good point -- I hadn't noticed that the one on sale at TigerDirect is
900/1800/1900. The 850/1800/1900 version has appeared in eBay, albeit
T-Mobile branded (and presumably locked).

Obviously, y'all are from the USA. Personally, I have ordered several times
from tigerdirect.ca (being I'm in Canada and all) and have had nothing but
great service/results etc.
However, up here the V360 was selling on tigerdirect.ca for $350CDN. At
myworldphone.com , I ordered the V360 (and received it this morning via UPS)
for $199US. Still came in cheaper than $350 from tiger.
Just a bit of info.

Rogers users can get it for 199.99 CAD after a 50 buck mail-in rebate - plus

I suppose anyone could buy it, but you would probably lose out on the
mail-in unless you know someone with a Canadian address you could activate
it under, plus you would have to pay the 20 to get it unlocked.
